Any material, such as plastic or rubber, that resists the flow of electrical current. Insulating materials protect wires and cables from transferring the current to things external to the circuit. Insulators also protect cables from damage. Paint and lead sulphate (the build up on battery terminals) may also act as insulators. Use a wire brush to clean off paint and build-up on any metal surface you might be grounding to.
