Rollovers is a loosely used term to describe website objects that change when you roll over them. You can obtain rollover effects with CSS and JavaScript. The benefits of using CSS includes better compatibility across most browsers. Since the adoption of CSS3 transitions, there has been less benefits of using JavaScript. There maybe some effects that are not possible with CSS that you may have to resort to using JavaScript. With CSS3 transitions, you can offload your animation processing to the GPU, allowing for smoother effects (helpful on desktops, but even more so on mobile devices). CSS transitions are not supported in IE9.
