To troubleshoot means to figure out why a problem is occurring by eliminating possible causes. Eliminating possible causes involves removing as many factors as possible and testing solutions. The end goal should be to solve the root cause of the problem, not to implement workarounds (which are sometimes necessary). Troubleshooting a software program is also known as debugging.
